James McArdle, 29, and Kristina Lee Reilly, 26, both of the 300 block of Cowry Road, now face charges of child neglect, cruelty to animals, abandonment of animals and creating unsanitary nuisances injurious to health — in addition to the child neglect and drug paraphernalia charges on which they were arrested last week.

"This is one of the worst cases we've encountered in a long time," Sheriff's Office spokeswoman Wendy Rose said Thursday. "It's unconscionable to most of us."

On Sept. 13, deputies appeared at the couple's home to arrest Reilly on a warrant for failure to appear in court in connection with a larceny case. After appearing at the front door, Reilly reportedly asked to go back into the home to get cigarettes and a cell phone.

After deputies followed her in, they say they were overwhelmed by the stench of feces and rot.

They say they discovered two barely dressed children sleeping on a filthy mattress as well as sewage in the carpet from a backed-up septic tank.


*Side note:  Detective Kim Northfield of the Sarasota County Florida Sheriff's Office, told me personally that she does not work with DCF. If DCF doing their job and following up on families that truly needed help maybe these children would not have been left in this situation.*

According a report filed by sheriff's detective Kim Northfield, the Florida Department of Children and Families had previous contact with the parents and had offered them day care for the children, food stamps and treatment of their addictions from First Step. Yet the couple tended to be "belligerent and uncooperative" with DCF, Northfield reported.

Mark Arthur Ciavarella Jr. (born March 3, 1950) is a convicted felon and former President Judge of the Luzerne County Court of Common Pleas in Wilkes-Barre, Pennsylvania who committed, along with fellow judge Michael Conahan, the "Kids for cash" scandal in 2008.

In August 2011, Ciavarella was sentenced to 28 years in federal prison for his involvement in the Kids for Cash scandal

Kids-for-Cash" Scandal Ciavarella pleaded guilty on February 13, 2009, pursuant to a plea agreement, to federal charges of honest services fraud, wire fraud and tax evasion in connection with receiving $2.6 million in kickbacks from Robert Powell and Robert Mericle, the co-owner and builder respectively, of two private, for-profit juvenile facilities. More specifically, the crimes charged were: conspiracy to deprive the public of the "intangible right of honest services", or corruption, and conspiracy to defraud the United States by failing to report income to the Internal Revenue Service.^[6] Ciavarella tendered his resignation to Governor Ed Rendell on January 23, 2009, prior to official publication of the charges.

Privation of public services is a recipe for disaster, not only with prisons but also with Social Services in Florida such as DCF  run by Providence Service Corp., an Arizona for-profit corporation traded on the NASDAQ.

I sent a letter to North Port City Commissioner Jonathan Lewis, telling him about the lack of protection for our constitutional rights happening with his North Port Police Office. Chief Vespia insists that the practice of search and seizure needs not have a warrant from Department Children and Families. I am not an attorney but I do know my Constitutional Rights.

Anyone in authority who has been made aware of illegal activity and chooses to allow it to continue or promotes such activity is guilty of accessory at the minimum.

Amendment IV Search and arrest The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

 

He refused to call me back and instead took the chicken way out and sent an email saying it is DCF’s fault. Even though it is the City of North Port Florida Police Department and Chief Kevin Vespia that are assisting in illegal search and seizure and do not bother to ask for a warrant.

Florida's new Social Services Chief will look a lot like the state's new Governor: a corporate executive with conservative social roots.

David Wilkins, DCF Secretary, Tallahassee Florida is suppose to be the head guy that will clean up the corruption in DCF. I ask him to investigate and I sent tons of paperwork. I also sent him a list of witnesses, and ask that he access the court records that I have been denied.

I never heard from him, finally I call and talk to the witnesses, he had not even bothered to contact one, he has not gotten the court records. I am puzzled, but then I remember that he was appointed by a Governor Rick Scott who plead the 5th 75 times.

When I finally gave up on him is when he was seen on the SNN Sarasota Florida news sitting and laughing with Robin K Jensen, the woman he was suppose to be investigating.

Kevin Vespi, chief of police of the city of North Port Florida, does not feel that his officers need to determine if DCF has a warrent to come into a home and to remove a child. I believe if the City of North Port Police officers are ask to help DCF to illegally remove children with no warrents or signs of abuse then they should be held respomsible for checking the paperwork. Chief Kevin Vespia is not only allowing this but if he is not activly stopping this illegal activity then he is an accomplice.

Remember this Chief Kevin Vespia? The Fourth Amendment (Amendment IV) to the United States Constitution is the part of the Bill of Rights which guards against unreasonable searches and seizures, along with requiring any warrant to be judicially sanctioned and supported by probable cause. It was adopted as a response to the abuse of the writ of assistance, which is a type of general search warrant, in the American Revolution. Search and arrest should be limited in scope according to specific information supplied to the issuing court, usually by a law enforcement officer, who has sworn by it.
